To Whom It May Concern:

Pursuant to the Tennessee Public Records Act, I hereby request the following records:

1. Any policy, guidance, handbook, manual, or standard contract concerning the institution’s interactions or relationship with members of the news media, reporters, or journalists, including student journalists.

2. Any policy, guidance, handbook, or manual concerning the interactions or communications of institutional employees, including faculty, administrators, staff, and student employees, with the news media, reporters, or journalists, including student journalists.

Please note that this request does not seek a search of faculty or student email accounts or records. These requests should in no way be construed to include a review or search of email accounts, websites, or other forms of data or document retention which are controlled by students, alumni, or faculty members, nor by governmental or advisory bodies controlled by the same, except insofar as any such individuals also serve in an administrative capacity and the records were created or are held by the individual in that capacity. Any search should be limited to documents held by the administration and/or its staff members, including records created or maintained by persons acting in the capacity of administrators or staff members.

This request is made on behalf of the Foundation for Individual Rights and Expression, a nonprofit and nonpartisan organization that aims to defend and sustain the individual rights of all Americans to free speech and free thought. This request concerns a matter of public interest. The records are sought for the purpose of researching and educating the public about policies affecting student journalists' ability to engage in news gathering and reporting on college and university campuses.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Sincerely,

Kent Hoover, a citizen of Tennessee, in coordination with Anne Marie Tamburro.

Hi, I don't think this ever got resolved. Somehow the second time the proxy submitted the request they included the text of a request submitted by a different user. I never received the records here. Thanks!

From:

Good Afternoon Mr. Hoover,

The only thing we have pertaining to your request is a standard email (below) sent to those who are booked for interviews.

Media Interview Cheat Sheet

Congratulations on your interview! As you prepare, here are some tips we share with all faculty, staff, and students doing an interview with media. Please reach out to your PM<https://www.etsu.edu/umc/identity/marketing.php> if you need further assistance. You will do great!

Before the Interview:
* Working with your PM, try to get a sense of what you might be asked and what type of interview this will be.
* Know what your goals are. An interviewer will have goals, such as getting good sounds bites. But what are your goals? What key message do you want to promote?
* Everyone prepares differently, but crafting talking points and clear examples ahead of time can be useful.

What to Say:
* Obviously, your responses will be tailored to your knowledge and expertise, as well as the topic at hand. However, we have some general recommendations based on subject matter:
o For academic interviews, we tend to emphasize that ETSU places a premium on providing students with hands-on learning opportunities with a goal of helping transition students from enrolled to employed.
o For interviews about campus life and events, we note that ETSU is home to a vibrant community that hosts dozens of concerts, exhibitions, and more each year. Further, this is an inclusive campus where a variety of views and perspectives are welcome. ETSU believes that facilitating a sense of belonging for all contributes to a happier, more productive environment.
o For virtually all interviews, consider coming to the interview with clear examples to illustrate your points. Are you sharing research? Demonstrate the utility of the scholarship. Are you discussing an event? Share a story about a past event that went well.

*Please note: If you are sharing an opinion on a controversial topic, please make clear that this is your perspective and that you are not serving as a spokesperson for the university on this matter.

What to Wear:
* If you have ETSU attire, that's great.
* Blue and gold are our colors, so sporting them are ideal.
* Nothing orange, please.

Thank you.
