Dear Jennifer Bonnett,

I am writing to request a waiver of fees associated with my Freedom of Information Act (FOIA) request. I am a currently a highschool student in SouthWest Florida, and I am conducting research for a term paper on analyzing the progression of commissary prices in U.S. Prisons: A study on the impact of incarcerated individual’s access to basic necessities.
The information that I am seeking through this FOIA request is critical to my research, and I am confident that it will contribute significantly to the public interest. I am not making this request for any commercial purposes, but rather to further my academic studies and contribute to a better understanding of the progression of commissary prices.

As a student, my financial resources are limited, and I am unable to pay the fees associated with this request. I kindly request that you waive any fees that would normally be associated with my FOIA request. I assure you that the information that I am seeking is not for commercial purposes, and I will not use it for any commercial or personal gain.

Access to the requested information will help me to better understand the trends of commissary prices, and I believe that the findings of my research will be beneficial to the public. I am making this request solely for academic and research purposes and not for any commercial gain.
