From: Matt Chapman
To Whom It May Concern:
Pursuant to the Hawaii Uniform Information Practices Act, I hereby request the following records:
For all email accounts under the management of this city, please provide me the following information for all emails sent and received during January, 2019:
1. From address
2. To address
3. bcc addresses
4. cc addresses
5. Time
6. Date
E-mail metadata is trivially exportable from the IT infrastructure of any modern e-mail archiving or data retention system - such as Microsoft Outlook 365, Google, Datacove, etc. - and should be deliverable in a .CSV, .XLS, or other machine readable format.
Please note that I am not requesting the contents of each email. E-mail metadata does not include the contents of the specified e-mails, thus do not need individual review for redaction.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.
Sincerely,
Matt Chapman - Free Our Info, NFP

Hi -
It seems that the provided rejections have been mixed up between two requests. Could you please provide me with a detailed response to my request about metadata in a way that does _not_ include anything about my prior database schema request? It is very difficult to figure out what the actual rejection is, let alone a description of why the rejection was used.
Thanks and regards -
Matt Chapman

Mr Chapman:
This is in response to your request dated 1/30/19, which we received 2/5/19. According to the rules of 92F, your request falls under HRS92F-11(c). Request requires agency to create a summary or compilation from records, but requested information is not readily retrievable. We do not currently have any reports that would extract your desired data. Could you please explain your confusion over our response (see attached)? The attached file was our response to your request, I see no reference to database schema in the response.
You did submit requests back in 2018, dated 7/18/18 (email info) and 7/20/18 (DB info)...Notification regarding those requests were sent out in one Notice-To-Requester document via email back in August 2018.
Thank you,
Stewart Hamasu
