To Whom It May Concern:

Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

Financial detail related the Mined Minds Foundation contract (attached pw-18926-im_13_mined_minds_contract.pdf) and/or the for-profit LLC “GPdL” as funded by the POWER Award:
Project Title: ARCODE Initiative – Appalachian Region Code Initiative Grantee: Washington Greene County Job Training Agency, Inc. Award Amount: $702,400.00
Seeking supporting documentation, per page 20 of the contract:

1) Mined Minds is said to have incurred a “Trainer Cost” of $960,000.00, with $360,000.00 being matched funds at $45/hour, and $600,000.00 in compensated at $75/hour.
2) Mined Minds is said to have incurred “Coordination and Support” costs of $125,000.00
3) Mined Minds is said to have incurred a “Computers” cost of $30,000.00
4) Mined Minds is said to have incurred a “Facilities” cost of $40,000.00

The information I’m seeking specifically is:

1) An anonymized breakdown of trainer costs, in the greatest possible detail, with the ability to ascertain how many employees were paid $75 or $45 dollars per hour – by #hours/week/month/year. It would be appreciated if a anonymizing number can be substituted for any confidential personal data that cannot be made public to better understand how many individuals were compensated. This detail is most likely to be found in GPdL LLC documentation, as this is the for-profit entity that provided the trainers to Mined Minds for much of the contractual period.
2) Information about where the matching funds came from: either named government entities, or donations /"pledges" from named individuals or companies.
3) Receipts or invoices for all “Coordination and Support” expenditures
4) Receipts and disclosure of how the “Computers” were distributed/assigned to personnel
5) Receipts or invoices for all Mined Minds “Facilities” expenditures

The requested documents are required financial reporting by the Subgrantee to WGCJA, and available to the general public, and this request is not being made for commercial purposes. I would prefer that the request be filled electronically, by email attachment.

Thank you for your assistance. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,
Catherine Crandall
