Pursuant to the Louisiana Public Records Law, I hereby request the following records:

For the last five years, I am requesting documents between East Baton Rouge Sheriff and the FBI’s Joint Terrorism Task Force. The FBI states “Today, in addition to FBI personnel, the JTTFs include members from over 500 state and local agencies and 55 federal agencies” (Source: https://www.fbi.gov/investigate/terrorism/joint-terrorism-task-forces )

Documents sufficient to show how many officers are in JTFF.
Rosters of any East Baton Rouge Sheriff who are in the JTFF.
Training documents in possession of the East Baton Rouge Sheriff elated to the JTFF.
Any MOUs, MOAs or IGAs between East Baton Rouge Sheriff and the FBI's JTFF.
Any MOUs, MOAs or IGAs between East Baton Rouge Sheriff and other FBI taskforces.
Any MOUs, MOAs or IGAs between East Baton Rouge Sheriff and DHS agencies or components.

I don't understand. Records are "all public records are generally subject to inspection and copying" unless they are part of the exemptions listed in §4.1. Exceptions. However, your office did not say which exemption covers these records. Generally, under public record laws, you must cite the specific exemption that applies to the specific record. You're not allowed to deny the entire request but are expected to produce the records that are responsive. Your office has not meet either of these burdens.

Furthermore, is your office's position that all MOUs between DHS or the FBI and the Sheriff's Office are exempt under the law?
