Any emails containing the keywords ‘Denver Teachers,' 'Denver Classroom Teachers Association,' or ‘strike’ from February 10-15, 2019.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We have reviewed your CORA request related to [Insert Request]. Staff have determined that retrieving and pdfing nearly 2,800 emails will take approximately 93-139 staff hours. We request that you pay the minimum estimated staff time prior to us beginning the retrieval. If fulfilling the request takes longer, we will request final payment prior to releasing the documents.

We do not provide waivers unless the requestor can demonstrate hardship. If you believe you qualify for a hardship waiver please submit a document for us to review.

Yes, this is the number of emails from the parameters you submitted. Our technology team conducts the initial search to see how many emails then need to be pdfed and reviewed (as you can see from the estimate this would take me nearly 3 weeks’ worth of work to complete not working on anything else).

As you can imagine, the 14 leaders you selected had many emails during that time with the common phrases for that time period.

Please remember that tax payers fund what we do here, and we would need to explain to the tax payers why we waiver 93+ staff hours for your CORA request. Honestly we would never waive 93 hours of staff time. I may be able to waive you 5 hours or less.

We don’t have hard and fast definitions of hardships, but feel free to explain to us why you feel you deserve a waiver. But again, I am not going to waive 93 hours. I suggest you narrow your parameters.

I am the person who does this work and I have been doing it for 3 years. I can tell you it will take that many hours to pdf nearly 2800 emails plus then review. Please not we don’t just turn over emails, we need to redact for personal information, review to see if the email contains student information, etc.

Good Morning – This search produced 2,400 emails. A cursory review show very few are external email blasts; some are automatic replies; some are internal newsletters – if these type of emails are not of interest to you; I can reduce my estimate of time to review/redact to 1 minute per email which thus make my staff time estimate: 40 staff hours. Again, if you have a hardship I am willing to waive 5 hours of staff time.

Hi Stacy,

Thank you for your response. I'm not really interested in automatic replies and/or internal newsletters, so I'm fine with those being left out of the search in order to reduce reviewing/redacting time!

As far as a hardship waiver goes, I'm currently a journalism student in college paying my own bills (medical, credit card, food, some tuition, etc.). I would love to be able to pay for my FOIA requests and other journalism-related things, but sadly, I have to push that off until I'm more financially stable. A waiver for 5 hours of staff time would greatly help me.

Good Morning -

I appreciate your position. My advice to you with this CORA request, is think about how can you narrow your search by adding an additional search term to your other search terms. For example, strike is going to be a very popular term during the time period you selected. Is there another word phrase you can add so the email must include both the work strike and the additional term.

Not sure what you want your story to be about but that topic can probably help you narrow your search.
