Pursuant to the Colorado Open Records Act, I hereby request the following records:

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

As these records are for public purposes, I request that the fee be waived or reduced under the Colorado Open Records Act, 24-72-205 (4) "Such fee may be reduced or waived by the custodian if the electronic services and products are to be used for a public purpose, including public agency program support, nonprofit activities, journalism, and academic research."
Also, please understand that any costs for search or retrieval are limited to materials discoverable.
I appreciate your consideration.

To Whom It May Concern:

If formal appeal procedures are available, provision of the appropriate standards would be greatly appreciated.

Thank you.

As a resident and taxpayer of the City of Denver, i have the right to inspect public records which are paid for by my tax dollars. I am a working class person with a monthly income of approximately $1100. The fee of over $4000 to begin complying with my request is prohibitively expensive as it amounts to over three months of income for someone of my economic standing. Regardless of my income, i have the right to inspect public records. I ask that a reduction or waiver of fees be put in place in regards to my request. The Colorado Open Records Act was not intended to apply only to wealthy individuals who can afford exorbitant fees. As a Denver resident with a very modest income, i am asking for a way to recieve records responsive to my request that is appropriate to my low income status and that ensures public records access is consistently available to all persons regardless of income.

Thank you for your consideration.

Sincerely,
Christopher Schiano
