To Whom It May Concern:

Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

Your office's catalog, inventory, index, log, report, or other listing of (1) the books in your possession or control which registrars used to record birth, marriages, deaths, and burials before 1900 (including any Land Records books and/or Town or Proprietors Meeting/Minutes/Record books which include any records of birth, marriages and deaths) and (2) other books, records, and documents in your possession or control which index, copy, regroup, reference or support town birth, deaths and marriages, including communications or reports of communication from ministers, justices of the peace, sextons, and other witnesses to any aspect of births, marriages, burials, and/or deaths prior to 1900.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

I am not requesting copies of your pre-1900 vital records. I am just requesting a copy of your list of the books. notebooks, etc. in your vault which contain them., e.g., "Vol. __, Town and Miscellaneous Records of Saybrook, Connecticut, 1641-1860." Such administrative records created by your office creates are subject to FOIA.

I believe you misunderstood whomever you spoke to at the Department of Public Health, or vice versa. Your vital records (and those of the Dept) are exempt from FOIA because the vital records statute specifies its own procedure for releasing vital records. But, again, I am not requesting vital records. I am requesting an administrative record that is probably on your office computer. If you still want me to get that dept. to order you about, please supply the name of a person from whom you will accept direction who will also speak to me. I can’t redirect my FIOA request to that dept. because they do not have the record I seek.

Thank you so much.
I am finishing a book for genealogists describing where they can find early Connecticut vital records and I want to properly list where all the records for what is now Deep River are.
I have reviewed all the records at the Connecticut State Library and their records of what you have kept has varied over the years. Their most detailed description was in 1924 when they described your main books containing only vital records as a volume 1 of at least 126 pages covering the years 1750 to 1833, and a volume 2 of at least 134 pages covering the years 1829-1850.
Is this description accurate? If the size or scope of either volume is larger or smaller, please let me know. I don't want to be telling readers that they can find something in your office that is not there.

We have original or copies of original vital records dating from 1600 to present. Individual certificates began in 1847 and, before that, ledgers spread over 7 volumes. We do not have the staff to count pages and would encourage you to send someone to do more thorough research.
