To Whom It May Concern:
Pursuant to the Ohio Open Records Law, I hereby request the following records:
1) Copies of all department documents--such as equipment request forms, inventory logs, etc.--detailing the number of chemical gas canisters (tear gas, pepper spray, etc.), rubber bullets, bean bag guns, long range acoustic devices (often known as sound cannons), riot gear (helmets, shields, etc.), flash bang grenades, stun grenades, and other non-lethal projectiles distributed to department personnel between the dates of May 20, 2020 and June 10, 2020.
2) Copies of all department documents detailing the number of chemical gas canisters (tear gas, pepper spray, etc.), rubber bullets, bean bag projectiles, flash bang grenades, stun grenades, and all other lethal and non-lethal projectiles expended between the dates of May 20, 2020 and June 10, 2020.
I ask that all fees be waived as I am a journalist (evidence of my work can be found at toddfeathers.com) and I intend to use the requested records to publish articles in the public interest.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.
Sincerely,
Todd Feathers

Mr. Feathers,
All sworn personnel are issued a complete set of riot gear upon completion of their probationary period. This would include a helmet, gas mask and body protection. All sworn personnel are also required to carry it or have it near their work station every day, so nothing of this sort needed to be distributed at the beginning of the protests. Below is a list of what what used from the period of May 28th through June 10th.
Here is a list of what all used by CPD personnel. These numbers are approximations based on daily inventories:
* MK9 325
* CS Blast Balls 30
* CS Aerial Signaling Device 50
* Sponge Rounds 150
* 37MM Wood Baton (Knee Knockers) 575
* 40MM Wood Baton (Knee Knockers) 75
* White Safe Smoke Grenades 30
* CS Grenades 90
* OC Grenades 25
* CS Smoke Grenades 20
Thank you,
A. Morris

Thank you very much for the response. To clarify: Do the numbers provided describe how many of the items were used during the dates in question, or just what officers carried with them? For example, did officers fire 150 sponge rounds, or just have them equipped?
Also, can you please confirm what MK9 and CS stand for?
Thank you very much,
Todd
From: Columbus Division of Police
Todd,
Attached is a copy of MK-9, which is tear gas, CS is pepper spray. All officers carry a small canister of pepper spray on their gun belts.
