I apologize for the confusion. No, there are not necessarily 600 incident reports where an arrest is sought, but there are 600 reports that involve speeding or the hands-free law. We would need to review each report to find those that do involve or seek an arrest, if there are any. As for your second question, I do not see a way to narrow the request to avoid the review of those reports because we will have to review each report, but I am open to working with you if you have any suggestions.
