Pursuant to North Carolina Public Records Law (G.S. §§ 132-1 through 132-10), I hereby request the following documents:
(1) All policies and practices regarding the use of informants by the Charlotte-Mecklenburg Police Department, including but not limited to confidential human sources, confidential informants, cooperating witnesses or other non-employees who may receive payment for obtaining investigative evidence or for gathering intelligence;
(2) All records related to funds allocated for distribution to Charlotte-Mecklenburg Police Department informants in fiscal year 2016, including but not limited to “fund report” forms and forms authorizing the use of money to purchase information and to otherwise recruit or maintain human information sources.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Please find attached the policies you requested- additionally, the CMPD spent approximately $200,000 in informant pay and buy money.
Any further information would be considered criminal investigative or criminal intelligence and is protected under North Carolina law.
