Pursuant to the Wyoming Public Records Act, I hereby request the following records:
1. Any police report, incident report, complaint, or other report concerning the content of books or programs at the [library]. This includes, but is not limited to, any complaints filed by Hugh Bennett or Susan Bennett in September 2021. This request is limited to reports or complaints after January 1, 2021.
2. Any document, records, or materials referenced in any of the reports referenced in (1), above.
3. A copy of the October 27, 2021, letter from Michael Stulken to the Campbell County Sheriff's Office concerning library books.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Good Morning Adam,
This message will provide you access with documents available regarding your Public Records Request # 23-163 submitted on October 8, 2023.
We are providing the following information:
For Item one (1) We included the one report which was filed with the Campbell County Sheriff's Office.
Regarding item two (2). Supporting evidence cited in that report were books belonging to the Campbell County Library and have since been returned to the library, there is no digitization of those documents and in compliance with Wyoming State Statute 16-4-202 (d)(iii) we are not to create a record where one does not already exist. However a list of the titles included in the complaint are in the letter from Attorney Michael Stulken.
For item number three (3) The letter from Weston County Attorney, Michael Stulken to Campbell County Sheriff, declining to prosecute has been included.
As your request is for "any police report", it is possible reports were filed with the City of Gillette Police Department as the Campbell County Library is within the limits of the City, as such Campbell County Government would not be the custodian of those records. As required by W.S. § 16-4-202(b) the custodian of records for the City of Gillette, as listed on the State Public Records Ombudsman’s website (https://governor.wyo.gov/contact/public-records-ombudsman) is
