Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, ยง 3(b)), I hereby request the following records:

Communications and related records involving the University of California Office of the President and the Department of Homeland Security Appropriations bill (2015).

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The appropriate UC Office of the President offices are being notified of your request. The estimated date of production is 8 weeks, which will vary according to the nature, complexity, and/or length of the request.

Although the requested records have not yet been fully gathered and reviewed, it is possible that the requested material may contain information exempt from disclosure pursuant to the Public Records and Information Practices Acts. However, this is not a determination that the requested records are necessarily exempt from disclosure. We will provide you with a status update after the requested records have been thoroughly reviewed.

For your information, the California Public Records Act allows agencies to make records available "upon payment of fees covering direct costs of duplication", (Government Code Section 6253(b)). The charge is $0.20 per page for copies. Pre-payment is required before release of public records. If you prefer, you may inspect the records in person prior to obtaining copies. Thank you for the response, however, I must insist that you do another search for records.

On Feb. 26, 2015, the US Department of Homeland Security published a statement on the DHS appropriations bill written by President Napolitano via its public RSS news feed. This statement was labeled as originating from University of California Office of the President, with Press Secretary Steve Montiel's ucop.edu email address listed as the press contact.
