This aircraft has serial number GA8-TC-320-18-246 and holds registration N159HP. This aircraft uses the mode-s code of 50166133 in octal or A0EC5B in hexadecimal. I request records, documents, emails, privacy assessments, purchase orders, and other correspondence relating to the equipment on the front and rear of the aircraft.

Additionally, I would like any manuals, procedures, communications protocols, and any communications related to inter-agency coordination. This should include pilot logs, flight plans, and surveillance plans. Specifically, I am looking for any and all data relating to flights for the city of Sacramento, California over the last week with a focus on May 31st, and June 1st where the aircraft was documented flying in circles over the demonstrations at an altitude of 5,500 feet. Any imaging or other surveillance data from onboard collection is additionally requested, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

This information is part of a journalistic research project involving the Seattle Privacy Coalition.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

This PRA request and the request concerning N137HP are being re-reviewed. In developing responses to your two later PRAs, for N981HP over San Francisco and N137HP over Oakland, the Department discovered a need to re-evaluate the responses.
There may be a change in responsive documents and therefore, a change in the fees.
Please do not send a check at this time. We are working on this and will inform you just as soon as we have completed the re-evaluation.

The California Highway Patrol (CHP), Office of Community Outreach and Media Relations (COMR), received your California Public Records Act (CPRA) request, dated and received by this office on June 4, 2020. On June 15, 2020, COMR notified you the 10-day response timeframe was being extended by an additional 14 days, as authorized by California Government Code 6253, subdivisions (c)(1) and (c)(3). On June 30, 2020, COMR notified you the Department has responsive records; the process of collecting, reviewing, redacting, and routing through proper channels would take up to an additional 60 days. Please accept this correspondence as a determination on your request.

In your request you asked for the following:

* All records, documents, emails, and other correspondence regarding or related to the 2018 model GA8 TC-320 GIPPSAERO airplane as well as any additional equipment attached to the aircraft. This aircraft has serial number GA8-TC-320-18-246 and holds registration N159HP. This aircraft uses the mode-s code of 50166133 in octal or A0EC5B in hexadecimal. I request records, documents, emails, privacy assessments, purchase orders, and other correspondence relating to the equipment on the front and rear of the aircraft.

* Additionally, I would like any manuals, procedures, communications protocols, and any communications related to inter-agency coordination. This should include pilot logs, flight plans, and surveillance plans. Specifically, I am looking for any and all data relating to flights for the city of Sacramento, California over the last week with a focus on May 31st, and June 1st where the aircraft was documented flying in circles over the demonstrations at an altitude of 5,500 feet. Any imaging or other surveillance data from onboard collection is additionally requested, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

On September 17, 2020, COMR informed you that your request was being re-evaluated. On September 23, 2020, a private telephone conversation was had with you and COMR Information Officer I Janelle Dunham, ID A1650, to clarify your request.

During this conversation you amended your request to obtain the following:

1. All records, documents, emails, purchase orders, and other correspondence regarding or related to the 2018 model GA8 TC-320 GIPPSAERO airplane as well as any additional equipment attached to the aircraft well as any additional equipment attached to the aircraft.

1. Any manuals, procedures, communications protocols, and any communications related to inter-agency coordination.

1. Documents related to training of flight crews.

1. For May 31 and June 1, I request pilot logs, flight plans, and surveillance plans; all data relating to flights by N159HP; and any imaging or other surveillance data from onboard collection, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

On June 30, 2020, COMR notified you the Department has responsive records; the process of collecting, reviewing, redacting, and routing through proper channels would take up to an additional 60 days. On October 5, 2020, COMR notified you an additional 60 days were needed. At this time, COMR estimates an additional 30 days are needed to complete this process. Once this process has been completed and the records have been properly reviewed, you will be notified and informed of the cost to obtain the requested records.

As your request relates to item 1, purchase orders; item 2, communications related to inter-agency coordination; item 3, documents related to training of flight crews; and item 4, pilot logs and surveillance data from onboard collection, COMR has determined the Department possesses responsive records.

As your request relates to all additional items listed within your request, COMR has determined the Department does not possess responsive records.

The Office of COMR has determined the Department possesses records responsive to your request, consisting of 180 pages and three video files (11.8 GB). Please be advised that certain information may be withheld per Government Code Section 6254 (f).

A portion of your request (180 pages of printed records) is being provided to you via electronic mail at no cost and is attached.

To offset its duplication costs, the Department currently charges requesters a duplication fee of $5.00 for (1) compact disc; therefore, if you wish to receive this set of records, please forward a check or money order in the amount of $15.00 for 3 (three) compact discs which will contain all video files to:
