On June 15, 2020, COMR notified you the 10-day response timeframe was being extended by an additional 14 days, as authorized by California Government Code 6253, subdivisions (c)(1) and (c)(3).

In your request you asked for the following:

* All records, documents, emails, and other correspondence regarding or related to the 2015 model GA8 TC-320 GIPPSAERO airplane as well as any additional equipment attached to the aircraft. This aircraft has serial number GA8-TC 320-15-218 and holds registration N137HP. This aircraft uses the mode-s code of 50112757 in octal or A095EF in hexadecimal. I request records, documents, emails, privacy assessments, purchase orders, and other correspondence relating to the equipment on the front and rear of the aircraft.

* Additionally, I would like any manuals, procedures, communications protocols, and any communications related to inter-agency coordination. This should include pilot logs, flight plans, and surveillance plans. Specifically, I am looking for any and all data relating to flights for the city of Oakland over the last week with a focus on June 2nd, and June 3rd where the aircraft was documented flying in circles over the demonstrations at an altitude of 3,525 feet. Any imaging or other surveillance data from onboard collection is additionally requested, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

On September 17, 2020, COMR informed you that your request was being re-evaluated. On September 23, 2020, a private telephone conversation was had with you and COMR Information Officer I Janelle Dunham, ID A1650 to clarify your request.

During this conversation you amended your request to obtain the following:

1. All records, documents, emails, purchase orders, and other correspondence regarding or related to the 2015 model GA8 TC-320 GIPPSAERO airplane as well as any additional equipment attached to the aircraft.

1. Any manuals, procedures, communications protocols, and any communications related to inter-agency coordination.
