Pursuant to the California Public Records Act, I hereby request the following records:

B. Copies of all emailed Google Alerts received between January 1, 2016 and the date of the processing of this request. Google Alerts may be identified by any or all of the following:

1. Containing the phrase "Google Alert" in the Subject line
2. Being sent by an email address with the display name "Google Alerts"
3. Being sent from the email address googlealerts-noreply@google.com

I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.

As my primary purpose is to inform about government activities by reporting on it and making the raw data available, I request that fees be waived.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The Office of COMR is determining whether you seek copies of disclosable public records in the Department's possession. This will require personnel to search for and collect the requested records from offices that are separate from the office processing the request.

Additionally, COMR personnel must consult with other components of the Department that have a substantial subject matter interest therein. Accordingly, COMR is extending its 10-day response timeframe by an additional 14 days, as authorized by Government Code section 6253, Subdivisions (c)(1) and (c)(3).

The Office of COMR has determined this request will yield approximately 250,650 pages. The process for compiling, reviewing, and redacting these documents will take, at minimum, one year. Due to the voluminous amount of records sought, the production of records related to your request are being provided on a rolling basis.

At this time, COMR has compiled records currently available for release. The search for emails sent from the address googlealerts-noreply@google.com<mailto:googlealerts-noreply@google.com> for July 1, 2020, through July 29, 2020 totaled 3,754 pages. Your records are being provided via electronic mail, at no cost, to the address stated in your request. As additional records related to your request become available, they will continue to be provided to you via electronic mail. You may choose to postpone your disclosures until all records are available. If at any point, during COMR's fulfillment of your request, you no longer wish to receive the records, please notify COMR immediately.

If you wish to receive your records in a different format, to offset its duplication costs, the Department currently charges requesters a duplication fee of $0.30 per page for printed records, or $5.00 for (1) one compact disc containing records in electronic media format. For printed records or records on disc, please forward a check or money order in the exact amount of $1126.20 for printed records, or $5.00 for (1) one compact disc which will contain all releasable records, to:
