Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

* Any annual, quarterly or semesterly logs or reports that detail how often various school therapy services are provided to students. Please provide logs from the academic year beginning in 2014 through the present.

* Any reports, logs, or other data that tracks average wait times for students who have sought help for mental health issues. Please provide logs from the academic year beginning in 2014 through the present.

* The budget for mental health services for each year beginning in 2014 through the present.

* Any reports, logs, or other data that tracks the number of mental-health related accommodations requested each school year, as well as the outcomes of those accommodation requests. Please provide records beginning in 2014 through the present.

* Any and all policies related to mental health, including but not limited to policies governing leaves of absence (voluntary and involuntary) for students, as well as any logs or reports that note the voluntary and involuntary leaves of absences students have taken each year since 2014.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge and is not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. If these records exist in electronic format, I request that those electronic records be provided (not, for instance, that those electronic records be printed then digitized to create images of the printouts).

On February 17, 2020, the open-records officer at California University of Pennsylvania received your written request for information under the Pennsylvania Right-to-Know Law, 65 P.S. §§ 67.101, et seq. (RTKL).

Your request sought the following records:

1) Any annual, quarterly or semesterly logs or reports that detail how often various school therapy services are provided to students. Please provide logs from the academic year beginning in 2014 through the present

2) Any reports, logs, or other data that tracks average wait times for students who have sought help for mental health issues. Please provide logs from the academic year beginning in 2014 through the present.

Upon receiving the request, California University will need time to review and gather the information considered a public record for release under Right-to-Know legislation. Pursuant to section 67.902(a), the University is seeking a 30-day extension for the following reasons:

1) a timely response to the request for access cannot be accomplished due to staffing limitations [67.902(a)(3)]; and,

2) a legal review is necessary to determine whether the record is a record subject to access under this act [67.902(a)(4)].
Please be advised that if a cost is rendered in order to fulfill the request, notification of such payment will be sent prior to the University's response, as permitted by section 67.1307 of the RTKL.

Your request is granted to the extent that all responsive documents of the University are attached to this message, as indicated in red.

1. Any annual, quarterly or semesterly logs or reports that detail how often various school therapy services are provided to students. Please provide logs from the academic year beginning in 2014 through the present. Please reference the following webpages which detail office hours for the Counseling Center and Office for Students with Disabilities (OSD): https://www.calu.edu/student-life/health-wellness.aspx and https://www.calu.edu/inside/student-resources/disabilities/.

2. Any reports, logs, or other data that tracks average wait times for students who have sought help for mental health issues. Please provide logs from the academic year beginning in 2014 through the present. The University does not maintain this information in the format requested; providing such would require the University to create a record, which it is not required to do pursuant to 67.705. However, the current director of OSD noted this: The majority of students with anxiety and depression get priority registration, extended test time, reduce distracted testing environment, and approximately half get a consideration for extension on assignments, absenteeism, and tardiness.

With respect to the timing of services in the past year, OSD has been able to remarkably reduce the time it takes for students to acquire services. We are able to see students and accommodate them within 24 hours of receiving their documentation of disability. The only delay is if the student is unable to schedule appointment due to their schedule or classes.

3. The budget for mental health services for each year beginning in 2014 through the present. Responsive records are attached.

4. Any reports, logs, or other data that tracks the number of mental-health related accommodations requested each school year, as well as the outcomes of those accommodation requests. Please provide records beginning in 2014 through the present. Responsive records are attached.

5. Any and all policies related to mental health, including but not limited to policies governing leaves of absence (voluntary and involuntary) for students, as well as any logs or reports that note the voluntary and involuntary leaves of absences students have taken each year since 2014. Additionally, the University does not maintain information in the format requested regarding leaves of absences; providing such would require the University to create a record, which it is not required to do pursuant to 67.705.
