Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

All records pertaining to TASER International, Axon body cameras, and Evidence.com. This includes but is not limited to: communications, contracts, invoices, presentations, marketing materials received, training manuals, and usage policies.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have already provided the Body-Worn Camera policy.

According to the Director of the Baltimore Police Department's I T Section, the custodian for bids, contracts and presentation materials is the Baltimore City Comptroller's Office and/or the Bureau of Purchases. The Police Department is not the custodian for these documents. A majority of these documents are publicly available on CitiBuy, the City's procurement portal. The Baltimore Police Department's will not release training material pursuant to G P §§ 4-345, 4-351 of the MD Annotated Code.

Below is additional information received from Baltimore Police Department's Sgt. Joshua E. Rosenblatt, Law Instructor at the Professional Development & Training Academy.
We have two different "levels" of training with regard to Body-Worn Camera (BWC). One of these levels of training is for supervisors (who will need to use evidence.com to review member BWC footage) and the other is for members who are actually going to be issued a BWC.

Both levels cover: operation of the Axon Body 2, use of evidence.com, and departmental BWC policy. These presentations are lecture-based with the assistance of PowerPoint slides. There is also a brief, informal q & a with a member of the BWC unit in order to address member/supervisor concerns.

Those who will be issued a camera receive hands-on instruction with regard to function-testing, use, and mounting of the cameras. We also assist them in setting up their evidence.com account and making sure that they can access the evidence.com account and view the video that they recorded during the "use" portion of instruction.

Those who will be issued a camera also have ITS staff update/upgrade their departmental phones (as needed) and members are shown how to use the Axon

I hope I have provided the information you need. Has waived all costs associated with this request to date. with the three responses the BPD, considers this request closed and fulfilled.
