Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

1. any policies, guidelines, manuals and/or instructions on crowd control and/or crowd management strategy;

2. any logs of training for officers in crowd control/crowd management;

3. curriculum and/or training manuals used by the department used in crowd control training.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

If you determine that any or all or the information qualifies for an exemption from disclosure, I ask you to note whether the exemption is discretionary, and if so whether it is necessary in this case to exercise your discretion to withhold the information.

If you determine that some but not all of the information is exempt from disclosure and that you intend to withhold it, I ask that you redact it for the time being and make the rest available as requested. In any event, please provide a signed notification citing the legal authorities on which you rely if you determine that any or all of the information is exempt and will not be disclosed.

You have made a request for public records pursuant to the Maryland Public Information Act (MPIA), which is the General Provisions Article, § 4-101, et seq., of the Annotated Code of Maryland. The BPD has several custodians of the records. You have requested:

1. any policies, guidelines, manuals and/or instructions on crowd control and/or crowd management strategy;

2. any logs of training for officers in crowd control/crowd management;

3. curriculum and/or training manuals used by the department used in crowd control training.

I am providing you with the General Orders and policies that is responsive to #1. I have sent your request for the list of officer’s trained in crowd control techniques to the Police Academy records custodian. As for the curriculum and/or training manuals used by the department used in crowd control training; the BPD is denying those records as protective as technique or procedures pursuant to General Provisions Article §§4-351(a)(b) and 4-352 of the Annotated Code of Maryland

Please note this request was not received by the office of Legal Affairs and the administrator of MPIA requests before December 01, 2015
