Pursuant to Maryland's Public Information Act ("PIA"), I herby request the following records:

This is a request for documents related to the departments fleet of vehicles aswell as vehcles seized since the year 2010 until present. Also I am requesting any documents related to any agreements the department has in relation to using vehicles not owned by the Baltimore City Police Department. And lastly any documents related to the sales and or donations of vehicles by the Baltimore City Police Department. A excel spread sheet with make model year license plate number would suffice .

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

MPIA Requests:

Dear Mr. Lewis,

The Office of Legal Affairs/Document Compliance is the administrator on most public information requests. It appears you had addressed and mailed your request dated June 6, 2015 to the Community Correspondence Unit. That unit only handles requests for incident reports and accident reports. All future requests for BPD records can be sent via e-mail to DCU@baltimorepolice.org<mailto:DCU@baltimorepolice.org> or U S Postal Service at:

Baltimore Police Department
Attn: Office of Legal Affairs
100 Holiday St., room 100
Baltimore, MD 21202

I apologize for any delays. Your request is actually two separate requests. You have requested the documents related to the departments fleet of vehicles and vehicles seized since the year 2010 until present. The Baltimore Police Department neither owns nor rents vehicles used by the BPD. The Vehicles are owned by the Mayor and City Council (the Government of Baltimore City). The office of General Services / Fleet Management is the custodian of records for Baltimore City vehicles. The MPIA representative for General Services / Fleet Management is Director Steve Sharkey. His contact information is:

The office of General Services / Fleet Management
800 Abel Wolman Municipal Building
Baltimore, MD 21202
(410) 396-3704

As for the second part of your request, I have asked the Asset Forfeiture Unit to review your request and provide me with any responsive records they have concerning vehicles seized. Once I receive a reply from the Asset Forfeiture Unit I will contact you.

Thank You

Wayne Brooks
Assistant to Legal Affairs

Part II of the requested information

December 1, 2015 this office received a request from MuckRock News pertaining to a Maryland Public Information Request made by Jeffrey Lewis. In Mr. Lewis’ request, he wanted to know the numbers of vehicles seized from 2010 to 2014 for what I assume were related to narcotic arrests/investigations. The number of vehicles seized differs from the number of vehicles filed with the court for forfeiture and the number of vehicles forfeited. A large number of the vehicles seized and investigated by Asset Forfeiture Unit do not meet the criteria necessary to recommend the vehicle for forfeiture and are immediately released back to the owner. Below, as requested, is the number of vehicles seized relative to narcotic arrests/investigations from 2010 to 2014.

2010 – 1,680
2011 – 1,760
2012 – 1,697
2013 – 1,404
2014 – 1,053
