Pursuant to the Colorado Open Records Act, I hereby request the following records:
For each contractor, temporary employee, and/or contingent worker contracted with the E-470 Public Highway Authority, for any time between January 1, 2023, to the date of this requests filing.
Full legal given name(s) and surname(s) of each individual.
Title or role held by each individual during their contract period.
Contract or hourly rate paid to the employee's employer for each individual. Additionally, please provide the rate provided to the employee (if different from the employer's rate).
The employing agency or business name associated with each individual.
I understand no single given record may contain all of the above information. Please provide any combination of documents necessary to provide the requested information. I am not requesting the creation of any new records.
Please note, Pursuant to the Colorado Open Records Act, C.R.S § 24-72-203(3.5)(d) : Altering an existing public record, or excising fields of information pursuant to this subsection (3.5) to remove information that the custodian is either required or permitted to withhold, does not constitute the creation of a new public record.
This request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In order to better inform my understanding and narrow the scope of my request, please provide the following information:
1. What accounting system(s) is in use by the Authority?
2. What is the name and/or nature of the "accounting document repository"?
3. What is the email system(s) in use by the Authority and what is the retention policy regarding the emails and the contents of their attachments, respective to the accountspayable@e-470.com address?
4. Can you provide an example of an invoice or other document from the above system and/or repository?
5. Can you provide an example and/or explanation of the "types of privileged information and/or confidential data" you believe to reside within these invoices, such that manual review of each would be necessary?
5(a). Can you provide the specific CORA statue or rule that would support the redaction of that information?
