Pursuant to the Colorado Open Records Act, I hereby request the following records:

All contracts (and their amendments), memorandums of understanding, intergovernmental service agreements, and any agreements of any sort entered into by Aurora, Colorado (or any division thereof) for all services, equipment, and activities involving/provided by/contracted for regarding Aurora Detention Facility and any facilities associated with it through any of the aforementioned agreements regarding the facility.

Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all invoices/receipts detailing compensation received as a result of any agreements
• all agreements related to the provision of services, such as water, sewage, natural gas, garbage, etc.
• all financial agreements (such as loans or bonds) entered into as a result or in association with any of the aforementioned agreements
• all agreements, invoices, and related materials regarding the use of inmate labor by any of this agency's divisions or jurisdictions

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Ms. Lipton,

In April of this year you sent in three different but similar request regarding "Aurora Detention Facility." Responses were sent to you that the City of Aurora does not have any connection to this facility located at 3130 N. Oakland Street. This facility and all its information can be obtained from the GEO Group as we have stated previously.

The Aurora Detention Center, which is part of the City of Aurora and Aurora Police Department is located at 14999 E Alameda Pkwy this center is a 72-hour Adult Holding Facility only. People that are sent here are only for holding purposes and not actual "inmates". Most are waiting for their court appearance the next morning because they were just arrested or they are being held due to intoxication and waiting to sober up before being released. People placed here cannot be held for more than 72 hours.

We are asking you to clarify which facility you are requesting information for by the address. Please note that if your request relates to the first facility I mentioned the City of Aurora has no connection at all.

Hi there,

Thank you so much for your last message. I'm hoping I can revisit this request regarding the Aurora Detention Facility. Typically, the city has some agreement with ICE facilities that are privately-operated regarding water and sewage usage; they may also have Emergency Management MOUs or financial agreements regarding compensation for the City's assistance in whatever matters. Can you please confirm that Aurora's financial management department or public safety department does not have any such agreements?
