Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:
All contracts, licenses, MOUs, letters of intent, State of Work documents, Scope of Work documents, and other agreement documents for the use of CopLinkX software at the Arkansas State Fusion Center. The vendor is either Forensic Logic or ShotSpotter.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Good afternoon,
Please find attached the FOIA request we received on 02/15/2023. Arkansas FOIA laws expressly restricts access to public records to "any citizen of the State of Arkansas." See the statute below:
A.C.A. 25-19-105 (a)(1)(A) Except as otherwise specifically provided by this section or by laws specifically enacted to provide otherwise, all public records shall be open to inspection and copying, including without limitation copying through image capture, including still and moving photography and video and digital recording, by any citizen of the State of Arkansas during the regular business hours of the custodian of the records.
We are unable to proceed with your request due to your business not being registered with the Secretary of State of Arkansas.
