Pursuant to the Maryland Public Information Act, I hereby request the following records:

1) The name of any vendors or manufacturers that your department purchases license plate reader technology from. This may include but is not limited to cameras, software, or other technology to support automated reading of license plates in the areas your department serves.

2) The name of any vendors that your department partners with to install or perform maintenance on license plate reading technology (e.g., cameras and other software). These partners may also be known as integrators.

3) Where available, the contracts or purchase agreements with the vendors or parties included in the above two bullets.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

This correspondence is in response to your request for public records.
Specifically you have requested a copy of records pertaining to vendors or
manufacturers whom we have purchased license plate reader technology from.
Your request will be processed in accordance with the Maryland Public
Information Act (MPIA), Annotated Code of Maryland, General Provisions
Article § 4-101, et seq. (MPIA).

To the extent that the Department has responsive documents which include
contractual records, we must review each record to determine if there is
confidential commercial or financial information from the vendor(s) that
needs to be withheld or redacted from production pursuant to MPIA §4-335.
This includes certain pricing data and information regarding a vendor's
equipment or processes. A vendor would customarily not release such
information to the public. We would produce any responsive contractual
documents with such confidential commercial or financial information either
withheld or redacted. With regard to the time it is taking to make the
records available to you, we shall first notify the contractor of your
request as a courtesy to them and to allow them a reasonable amount of time
to determine what they believe to be proprietary information in their
contractual document(s).

The purchase order documents of this Department are releasable and
attached. Pricing and payment details have been redacted for the above
stated reason in accordance with MPIA §4-335. Pursuant to MPIA §
4-203(b)(2) it is reasonably expected that it will take more than 10
business days to respond in full. The reason for this delay is the
vendor's reasonable time to review the remaining documents for potentially
confidential information. I have already initiated that process and expect
to respond in full within 30 days.

You may challenge any part of this response to your request by filing an
action in the appropriate court of law pursuant to MPIA § 4-362. You may
also contact the Public Access Ombudsman per MPIA § 4-1B-04.
