Pursuant to the Maryland Public Information Act, I hereby request the following records:

Public reports state that this police department has a relationship with Ring, which has a "neighborhood watch" app called Neighbors (https://baltimore.cbslocal.com/video/4102001-aaco-police-joining-neighbors-app-to-report-crime/). Therefore, I hereby request the following records:

1) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of Ring devices and/or the Neighbors app. This includes A) any notes taking during meetings that discussed the use of Ring devices and/or the Neighbors app, B) any explanations (whether internally or externally generated) of how Ring devices and/or the Neighbors app work, and C) any other document that has been used to help explain the use of Ring devices and/or the Neighbors app to any party, including internal documentation, public relations materials, and executive summaries.

2) A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the police department and Ring.

3) A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention Ring or the Neighbors app, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

4) Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention Ring or the Neighbors app.

5) Any digital communications (including but not limited to emails and text messages) with Ring representatives.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for Motherboard, VICE’s science and technology website (www.motherboard.vice.com).

Dear Ms. Haskins,

This letter is in response to your request for public records dated July
29, 2019 (July 18, 2019 was never received prior). You have requested
records pertaining to Ring and a Neighborhood Watch app. Your request is
being processed in accordance with the Maryland Public Information Act,
Annotated Code of Maryland, General Provisions Article § 4-101, et seq.
(MPIA).

Pursuant to § 4-203(b)(2) of the MPIA, I reasonably expected that it will
take more than 10 working days to produce responsive records. The reason
for this delay is that you have requested must be sought from a number of
persons/components of the Department requiring significant coordination. I
am currently searching for responsive records records from a number of
sources.

As you have expressed an interest in email records, please note that
potentially responsive email records are in the custody of the Office of
Information Technology, not this Agency. To proceed with this portion of
your request, I need to know the exact time frame you wish to search, as
well as the specific search terms to be searched. Please keep in mind that
generic words and terms like “ring” and “neighborhood” alone will likely
result in a large volume of unwanted records, so please be as specific as
possible. Once results are received by the Office of Information
Technology, I expect that it will take about three weeks to compile and
review records for production. If I do not hear from you regarding the need
search criteria, then no response is available.

As responsive records have not yet been compiled or reviewed individually
for the stated reason, I do not yet know whether all of the responsive
records are subject to disclosure or if redactions will be required, but,
if any are to be withheld or redacted, the following correspondence will
explain the reason for that.

A copy charge of $.25 per page and $40 per CD for electronic media will
apply to the records you want copy at that time. I am aware that you have
requested a waiver of fees, and that too will be considered once the full
scope of records is complete. If fees are imposed, I will provide you with
an estimated fee as soon as I reasonably understand the number of records
we have responsive. Please do not hesitate to contact me if you have any
questions or concern regarding the processing of your request.

Please note that an email search has not been conducted based on my
previous response. However, some hard copy emails on file are responsive
and included in this portion of the response.

action in the appropriate court of law pursuant to MPIA § 4-362.
