To Whom It May Concern:
Pursuant to the Iowa Open Records Law, I hereby request the following records:
An audit log of all ALPR queries to out-of-state law enforcement agencies between 1/1/2023 and 2/6/2024. This request is not seeking the plate numbers or any personally identifiable information. It is seeking the date and time for conducting a query in the specific date range cited.
A copy of agency policies regarding ALPR queries to out-of-state law enforcement agencies.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Hello, I wanted to touch base with you and let you know our capabilities and fees associated with your Open Records Request. With one of our two ALPR systems, I do not have the ability to audit specifically for all plate queries that reached beyond Iowa. I can however see how many networks the query went to. Therefore, I can sort each query log by how many networks the system went to, and knowing how many there is in the state, I can send you all logs that reach that threshold. It may not be %100 accurate but would likely be around 95% accurate as the number of Iowa networks have changed throughout the timeframe that you are requesting.
That being said, the time put into attempting to retrieve the information you are requesting in both of our systems, and time it would take to carry out the auditing process, it will take approximately two hours to complete the logs you're requesting. My hourly rate of pay is $53.88/hr. Therefor the fee associated with fulfilling the request is assessed at $107.76 ($53.88 x 2 hours). I will go ahead and send you our ALPR policy as an attachment to this email. With that being said, would you like me to process and provide the out-of-state query log information?
