The response given at 10/31/2017 is unsigned - no person’s name, no job title, no office name. Is that typical? Is that legal?

Moreover, I don’t see the response they claim was previously made…?

I have never come across a jurisdiction with a law against sending an email without a signature. FWIW, I don’t see the response either.
