non-recognized agencies: response?

When the agency you’re requesting from is not recognized, and you request it be added, what happens if it’s not added? Is the user ever notified?
I files a request about a month ago and requested the agency be added because it wasn’t recognized, and the request has since disappeared. I can’t find it anywhere, and I’m sure I filed it.
