No, that office accepted requests at some point but the Obama administration changed the rules. If you look at the Muckrock requests made to the White House you’ll be able to see that they don’t accept them.
A few specific components within the White House respond to FOIA, including the Office of National Drug Control Policy (a/k/a the Drug Czar) and the Office of Science and Technology Policy, but no component that directly involves the Prez or VP. (At least, those handful of components *did* accept FOIA requests. I wouldn’t be surprised if that changes under Trump.)
