The NYPD are notoriously terrible at FOIL compliance. They do everything they can to limit access to their documents, including only accepting requests by mail, outright ignoring request, and redacting information that isn’t exempt from release.
This might be helpful: Shawn got a list of all the different forms NYPD uses so you can make requests very specific (i.e. this exact form for this day/person/incident).
