To Whom It May Concern:

Pursuant to the Wyoming Public Records Act, I hereby request the following records:

I am requesting copies of public records regarding the public funding of commercial drivers' license training programs from 01/01/2018 to 12/31/2022. These programs are designed to prepare students to meet the qualifications to become a qualified entry-level commercial truck driver. Funds for these programs were made available through the Workforce Innovation and Opportunity Act.

Specifically, I request information regarding the following:
- Budget documents for the full date range noted above, including planning documents, proposals, and research reports
- Spending reports
- Communications, including internal emails, press releases, and meeting notes and transcripts, that include the phrase "commercial drivers' license"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Hi Rachel,

The Wyoming Department of Transportation (WYDOT) is not aware of any
funding that our Driver Services Program received under this initiative.
It could be tied to other funding sources, but not sure how to tell. When
one goes out and looks at the Workforce Innovation and Opportunity Act
(WIOA) website, it shows the following:

WIOA Agency Partners
The U.S. Department of Labor (DOL), in coordination with federal partners
at the U.S. Departments of Education (ED) and Health and Human Services
(HHS), collaborated to provide information and resources for states, local
areas, non-profits and other grantees, and other stakeholders.

The only funding WYDOT Driver Services received for CDL training during
this time frame was from FMCSA's CDLPI Grant

The Wyoming Department of Workforce Services received your written public records request regarding commercial drivers' licenses. The agency is in the process of reviewing and compiling the records consistent with the Wyoming Public Records Act W.S. 16-4-201 through 16-4-205.

 

DWS is a diverse agency consisting of multiple divisions, programs, and facilities. It does not employ a specific custodian to oversee, respond to, and process public records requests. Public records requests submitted to the DWS are coordinated by the agency’s Public Affairs division and processed by the applicable DWS division/program/facility.

 

DWS strives to process public records requests as efficiently and expeditiously as possible. DWS may request clarification, if your request is unclear. If the requested records are releasable, the next correspondence you will receive from the DWS will be either a cost estimate letter seeking your agreement to the costs associated with processing the request, or, if your request is minimal, the records themselves. If the requested records are not releasable (i.e., the DWS does not have the requested records or cannot release the requested records), it will provide you written notice of such denial.

We have looked in our files, and the only public documents we have containing the phrase commercial drivers' license are those we have released to you.

We do partner with the Wyoming Community College Commission and the individual community colleges in Wyoming to help people find employment in areas they need training, and CDL is one of the areas we assist. You may be able to find more information on commercial drivers' licenses through the Wyoming Community College Commission or the seven community colleges in Wyoming.
