Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

All electronic mail messages created or received by Public Works Commissioner Paul J. Moosey and/or Street Operations Division Director James Kempton on Sunday, April 3, 2016 or Monday, April 4, 2016 that contain the terms "snow," "salt," "sand" or "plow."

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as recommended by the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Mr. Haddadin,

The city has received your email and is in the process of identifying the records requested. I do have a question, in order to focus our search and limit any unnecessary staff time and cost to you: A preliminary search shows that many emails that fit your request are individual invoices from contractors working on snow operations. There are hundreds of these messages – which would add to the time it takes to produce the records and to any cost to you. Do you want these invoices included in your request?

When I have an answer from you, I can give you an estimate for cost and time to produce the records.

Mr. Hill: Thanks very much for your response. May I ask why providing electronic copies of the email messages you referenced will add to the cost of responding to my request? My understanding is that the invoices are stored in electronic form, and have already been located by a preliminary search.

Of course. Because there are so many, it will take time for someone to go through each one to check for any information with would need to be withheld or redacted.
