Public Records Request: P003088-100323

RE: PUBLIC RECORDS REQUEST of October 03, 2023 Reference # P003088-100323 Dear Requester, I am writing in response to your public records request of October 3, 2023, in which you requested the following: August 1, 2022- October 3, 2023
* All presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other information presented to the university/University Police Department about Starship/Starship robots.
* A copy of any incident reports relating to Starship delivery robots, including attachments and media.
* Any emails between the university and other members of the University about or mentioning Starship delivery robots, including attachments and media.
* Any emails between the university and employees of Starship.
* Any resident/student complaints about Starship robots or other delivery robots.
* Any requests for evidence, subpoenas, or other legal requests about Starship. Any video footage or audio given to the university or university police department by Starship First, please note that UWPD has a separate public records process. If you are requesting records from UWPD, please submit your request here: https://uwpd.wisc.edu/data-policies-resources/records-request/ More information is needed from you in order to process your request. To be sufficient, a request must have “a reasonable limitation as to subject matter or length of time” and must reasonably describe the records you are requesting. Wis. Stat. §19.35(1)(h). This is intended to prevent the records custodian from having to guess at what records a requester desires, and to avoid imposition of undue burdens on the university that would impair the functioning of the offices necessary to process the request. For #1 and 2 of your request: Could you provide more information about where on campus you are looking for these potentially responsive records? The public records office cannot contact each school, office, or department on campus to determine whether there are responsive records. Presentations presented to whom? Additionally, as it relates to incident reports – incident reports reported by whom? For #3 and 4 of your request: Requests for emails need to be specific about whose accounts you would like searched. We cannot conduct a search for responsive records for the entire university. You will also need to provide search terms for your request, so that we know what emails we should be searching for. Do you want your search term to be “Starship”? For #5 of your request: Are you looking for complaints submitted to Housing? For #7 of your request: Can you be more specific about what area on campus you are referring to here? Video footage or audio given to whom on campus? Please provide this information by Monday, October 23, or your request will be considered withdrawn and closed. Sincerely, Elizabeth Wilkerson Assistant Public Records Custodian Office of Compliance University of Wisconsin-Madison

- Starship is listed here as an official partner of University of Madison Wisconsin. I do not intimately know specifically which portion of the University made this agreement. I would assume Housing / dining? https://www.housing.wisc.edu/dining/order/

Please search housing/dining and any public safety/police departments.

For #3 and 4 of your request: Requests for emails need to be specific about whose accounts you would like searched. We cannot conduct a search for responsive records for the entire university. You will also need to provide search terms for your request, so that we know what emails we should be searching for. Do you want your search term to be “Starship”?

- You can ignore this for now.

For #5 of your request: Are you looking for complaints submitted to Housing?

- I'm looking for formal complaints about the robots or public safety incidents regarding the robots. If it's determined housing likely has these then I guess Housing.

For #7 of your request: Can you be more specific about what area on campus you are referring to here? Video footage or audio given to whom on campus?

Video footage given by Starship to the police or the university as part of any disciplinary or criminal investigation.

Please provide this information by Monday, October 23, or your request will be considered withdrawn and closed. Sincerely, Elizabeth Wilkerson Assistant Public Records Custodian Office of Compliance University of Wisconsin-Madison
