Hello,

Pursuant to the California Public Records Act I am requesting the following records:

-Any accounting records or statistics on seized real estate, vehicles, firearms, funds in bank accounts and seizures made by the WPD, as well as seizures made by federal authorities where the WPD receives a share under the MOUs the department have in place with numerous agencies describing how assets are to be divided.

-Any annual reports produced on the WPD civil asset forfeiture program.

-Documents showing the balance of any funds currently in the WPD Civil Asset Forfeiture fund.

-A list of all items seized through civil asset forfeiture and retained for use by the WPD.

-Please also include any information relating to contested seizures. This request does not include court documents for individual forfeiture cases.

The time period for this request is for the last 10 years.

Upon preliminary review of your request, we wish to inform you that additional time is required to thoroughly search for, review, and evaluate the availability and responsiveness of the records you have requested. This process involves determining whether such records exist within our agency as requested or if a combination of records may be responsive to your request. We understand the importance of your request and are making every effort to complete this process in a timely manner. We expect to have either partial records, or a completed response by April 5, 2024.

Thank you for your patience as the City worked diligently to gather responsive documents to your request as specified below. Attached you'll find an excel sheet with information related to the asset forfeiture seizures, which lists all assets that have been disbursed to Whittier for the last 10 years. This would include items retained for use. The Equitable Sharing Agreement and Certification reports are the annual reports produced. These records date back 7 years.
