Pursuant to the West Virginia Freedom of Information Act, I hereby request the following records:

All files on or related to the West Virginia Teacher's Strike that lasted from February 23-March 3, 2018.

I am a career journalist with work that has appeared in various publications. I am willing to pay any reasonable expenses associated with this request, however, as the purpose of the requested disclosure is in full conformity with the statutory requirements for a waiver of fees, I formally request such a waiver.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for the reminder. I have been collecting documents from a number of departments. Although I originally dedicated tomorrow to reviewing all of the documents (to see if some are exempted under the Freedom of Information Act or privileged under attorney-client privilege), a family matter has arisen and I will not be in tomorrow. I am therefore extending our deadline until Monday, April 1, 2019 by close of business. At that time I will be in a position to give you a specific number of pages and discuss how you can review documents to determine what you want copied. There are, for example, a lot of communications that discuss rescheduling tests, conferences, reporting deadlines in view of the work stoppage. I doubt that is what you're interested in, but it isn't within my authority to make such a judgment call. I noticed that you do not have a telephone number for me to contact you. If you don't wish to provide, I will continue to use this email account.

We have finished culling irrelevant material and have tried to avoid duplicative material. Our administrative assistant is doing a page count, but it's going to be large. Are you local or are you working within anyone local who can come to the WVDE to review the documents and decide which ones to copy? (As soon as the page count is complete, I'll email you again-probably about 15 minutes.)

There are over 400 pages, but we will charge you for only 400. At .40 per page, this would come out to $160. Once we receive a check in this amount we will mail the documents to you at the address you direct. As I mentioned in my previous email, in the alternative, you are welcome to come to our office, review the documents and determine which pages you wish copied. Please let us know.
