Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:
Access use of force policies and related documents for 2019-2020. Research shows more restrictive use of force policies can reduce killings by police and save lives. I am specifically interested in knowing if West Hartford has adopted any of the following eight policies and what they currently are for 2020:
Ban Chokeholds & Strangleholds
Require De-escalation
Require Warning Before Shooting
Requires Exhaust All Alternatives Before Shooting
Duty To Intervene
Ban shooting at moving vehicles
Require Use Of Force Continuum
Require Comprehensive Reporting
I also request that, if possible and pursuant to Conn. Gen. Stat. ยง 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Town of West Hartford, Police Records Division, is in receipt of your Freedom of Information Act request dated 4/10/24. This is the first time this Department has received this request. Please be advised once the documents you requested have been identified, to the extent they exist, you will be notified. In accordance with the Freedom of Information laws of the State of Connecticut, the Town of West Hartford is not obligated to create a document that does not exist; this includes putting a document into electronic format when it exists only in hardcopy form.
