Pursuant to the Michigan Freedom of Information Act, I hereby request the following records:
Mich. Comp. Laws Ann. § 780.993 requires that within 180 days of promulgation of a standard by the Michigan Indigent Defense Commission that the "each indigent criminal defense system shall submit a plan to the MIDC for the provision of indigent criminal defense services in a manner as determined by the MIDC and shall submit an annual plan for the following state fiscal year on or before October 1 of each year"
The MIDC has promulgated eight standards (https://michiganidc.gov/standards/#tab-id-8). Please provide all plan documentation provided to the MIDC for the eight standards for both initial plans and annual plans.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Mr. Awad,
Perhaps you can assist me with locating the correct unit for my request. The statute defines a “Indigent criminal defense system” or “system” as "The local unit of government that funds a trial court." Mich. Comp. Laws Ann. § 780.983. My understanding is that Wayne County provides funding to both the 3rd Circuit Court, as well as the 18th, 23rd, 33rd, 34th, 35th, and 36th District Courts. Is this not correct?

I only respond on behalf of the Wayne County Prosecutor’s Office. The only thing that I know is that the Prosecutor’s Office does not provide funding to any courts.

I have requested multiple times communications with the Assistant Prosecuting Attorney handling the case that my FOIA request is not directed to the prosecutor's office, but I have instead requested that if the FOIA request was directed incorrectly to the prosecutor's office, that it be lodged with the correct official. My understanding is that this is Candice Smith-Parker - FOIA Coordinator, who operates out of hte Guardian Building at 500 Griswold St.
My understanding is that the FOIA Coordinator's office directed this request to the Wayne County Prosecutor's Office. APA Awad has stopped responding to my requests, and as such, I am now appealing what is constructively a FOIA Denial.
