Pursuant to the Washington Public Records Act, I hereby request the following records:

BACKGROUND: During the period 2003 to 2016, WDFW engaged in several restoration activities on properties it owns located South end Discovery Bay. This request researches any and all stormwater permits issued by ECY for restoration work during this period in lower Discovery Bay, to include the Snow and Salmon Creek estuary and shoreline, Maynard lagoon, and HY 101 right of way along the south end of Discovery Bay.

Please provide:

1. Any and all stormwater permits issued for the 2008 removal of wood waste and contaminated spoils from the WDFW Maynard wood waste clean up site located adjacent to Salmon Creek as it enters Discovery Bay (sometimes referred to as the Salmon Creek project, Snow Creek project, or Maynard project).

1.a. Any and all correspondence related to 1 above including but not limited to with the following: WDFW, NOSC, ECY internal, and USACE.

1.b. Related to any permit in 1, any and all reports, data, field notes, correspondence to include but not limited to turbidity reports and reports of contamination associated with, resulting from, required by permit issued, or work accomplished and or approved by said permit.

2. Any and all stormwater permits issued for the 2008 or 2009 removal of contaminated spoils found beneath removed buildings at WDFW Maynard Lagoon restoration (Garrison purchase) site located adjacent to Salmon Creek as it enters Discovery Bay (Snow-Salmon, Maynard project, Maynard pond and Lagoon).

2.a. Any and all correspondence related to 2 above including but not limited with the following: WDFW, ECY internal, USACE, DNR (specifically but not limited to Lisa Kaufman,), North Olympic Salmon Coalition (NOSC).

2.b. Related to 2 above, any and all reports, data, field notes, correspondence to include but not limited to turbidity reports and reports of contamination associated with, resulting from, required by permits issued or work accomplished and or approved by said permit.

3. Any and all stormwater permits issued for the 2013 removal contaminated spoils found in preparation granting SDP 13-00033. Key search terms may include Snow Creek Delta Cone removal and Rail Road Berm removal, Snow Creek.

3.a. any and all correspondence related to 3 above including but not limited to the following: WDFW, ECY internal, USACE, North Olympic Salmon Coalition (NOSC).

3.b. Any and all reports, data, field notes, correspondence to include but not limited to turbidity reports and reports of contamination associated with, resulting from, required by permits issued in 3 above or work accomplished and or approved by said permit.

4. Any and all stormwater permits issued for the 2014 digging or reburying of contaminated spoils found in SR 101 right of way during work authorized by SDP 13-0033 (Water line replacement) site located adjacent to Salmon Creek as it enters Discovery Bay.

4.a. any and all correspondence related to 4 above including but not limited to the following: WDFW, ECY internal, USACE, WDOT, North Olympic Salmon Coalition (NOSC), or the adjacent property owner.

4.b. Any and all reports, data, field notes, correspondence to include but not limited to turbidity reports and reports of contamination associated with, resulting from, required by permit issued 4 above or work accomplished and or approved by said permit.

5. Any and all stormwater permits issued 2014-2015 Snow Creek Delta Cone removal and Rail Road Berm removal (SDP 13-000033).

5.a. any and all correspondence related to 5 above including but not limited to the following: WDFW, ECY internal, USACE, Jefferson Land Trust, North Olympic Salmon Coalition (NOSC)

5.b. Any and all reports, data, field notes, correspondence to include but not limited to turbidity reports and reports of contamination associated with, resulting from, required by permit issued 5 above or work accomplished and or approved by said permit.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello Tom,
Can you please clarify something for us. For items 3-5, you specifically mention Shoreline Development Permit numbers (SDP). Do you really only want Stormwater permits or do you want Shoreline permits? Please let me know as soon as possible.
