Pursuant to the Washington Public Records Act, I hereby request the following records:

All contracts for business and professional services signed by the State — including, but not limited to, information technology, finance, consulting and engineering contracts — with third party vendors.

I request contracts with business and professional services vendors that bill the state on an hourly or project basis for work performed by non-state employees, who are sometimes referred to as “subcontractor employees,” “contract employees,” or “consultants.”

I also request:

- Any lists of contracts the State has with providers of business and professional services.
- Any contract riders and additional documentation that details or defines the scope of contract,
- Any records containing the number of subcontractor employees, occupations, total number of hours worked, and total amount payable to each contractor.
data purchase, licensing, or exchange agreements.
- Any state policy documents that detail aspects of the sub-contractor relationship, including worker protections, non-competes, language and provisions regarding collective bargaining agreements, and employment policy documents for state contractors.
- Any vendor distribution lists for related requests for proposals.

This request is not limited to, but specifically includes, all contracts with the following companies:

I request any responsive documents generated between January 1, 2016 and the date this request is processed. If there are ways to modify or change the scope of my request to reduce the burden on agency resources, please let me know.

If over the past six months you’ve responded to another requester with information on contracts that likely covers substantially similar material and re-releasing that same material instead of a new search reduces the burden on agencies resources, please let me know and I’m happy to consider accepting that instead of requiring a new search.

I also request that, if appropriate, fees be waived as we believe this request is in the public interests. The requested documents will be made available to the general public free of charge and is made in the process of public policy research news gathering and not for commercial usage.

Dear Mr. Morisy- This is a request for clarification in connection with your public records request (21-0293) in which the following terms are used:

· “third party vendors”

· “subcontractor employees”

· “contract employees”

· “consultants”
As a starting point, would you clarify if you are requesting records of state contracts with businesses/ professional service entities:

(1) whose contracted services to the state are provided all or in part by any of the following:

· “third party vendors”

· “subcontractor employees”

· “contract employees”

· “consultants”

(2) where those services are explicitly billed by the hour or by the project?

Our initial understanding of the scope of your request suggests that your request would include, for example, records of work by subcontractors on public works projects, work by attorneys billing by the hour, and work by software developers.

To extend our thinking a bit more: It appears to us that you are not seeking records of work performed by employees of the entities with which we contract but rather with any individuals with whom those firms contract in turn.

To give an example, let’s consider a web site development project; a salaried copywriter is not included in your request but a writer retained under contract is included. Similarly in-house HTML development would not be included, but java script development by a consultant would be included.

In order to provide a reasonable estimate of the time needed to respond, please reply and of course if our assumptions are incorrect, please advise us.
