Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Any and all policies and procedures regarding the recount of federal, state, or local ballot initiatives, including all materials regarding the following specific points:

• All policies and procedures regarding the initiation of a request to recount votes regarding a particular candidate position or ballot initiative
• All policies and procedures regarding the technical, practical measures for execution of a recount
• All policies, procedures, and considerations regarding the cost and budget of an execution of a recount
• All policies and procedures regarding the tallying and reporting of a vote recount

Please provide relevant procedures for jurisdictions under this agency.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your email, our time estimates are in business days, with a response due to you on January 12, 2017. However, I am confirming with our division that represents the Secretary of State’s Office (SOS) whether they have records. I do not anticipate that they will have records as policies and procedures are maintained by the agency.

If you have not already, you may wish to visit the Secretary of State’s website at www.sos.wa.gov<http://www.sos.wa.gov>. I did go to the site and search “vote recount” – here is a link to those findings: https://www.sos.wa.gov/office/search.aspx?q=vote%20recount

If you end up needing to request records from the SOS you will need to direct your request to them specifically as they are a separate state agency and maintain their own records. I anticipate having a final confirmation on or before January 5, 2017. If I have that confirmation prior to that date, I will let you know. If this time assessment needs adjustment, I will notify you of that as well. Thank you.
