Pursuant to the Washington Public Records Act, I hereby request the following records:
A list of complete VINs (vehicle identification numbers) for all commercial vehicles (Class 3-8) that have an active registration and corresponding mileage. I expect this response will contain two columns of data (VIN and mileage) and can be stored in a CSV, Excel or similar format. If you have any questions about this request, please contact me.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment, FTP, Dropbox or another service.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Hello Luna,
Thank you for contacting the Department of Licensing regarding a list of complete VINs (vehicle identification numbers) for all commercial vehicles (Class 3-8) that have an active registration and corresponding mileage. Your request was forwarded to the Research and Analysis Data and Reporting Team for review. We appreciate your patience.
Mileage is only disclosed with a title application (typically ownership changes). However, there are exemptions from reporting mileage, which are described in RCW 46.12.665. This means that currently registered commercial vehicles would not have the mileage as it is today, but the mileage the last time a title application was filed. There will likely also be commercial vehicles that are exempt from reporting mileage. In this case, the mileage will be listed as 0.
