Washington State Department of Transportation only builds and maintains the highways and the ferry system in this state.  We do not investigate vehicular accidents, nor do we have anything to do with licensing drivers or training programs for licensed drivers. I would recommend that you contact the Washington State Department of Licensing Public Records Department and request these records. You can reach them by clicking this link https://www.dol.wa.gov/about/public-disclosure/requesting-public-records Since we do not have access to Washington State Department of Licensing records, we have no records that would be responsive to this request. With this email Washington State Department of Transportation records request #  P013380-092523 is now concluded and closed.

Responding to your question of where you can obtain DMV records; if you open a search engine and type in public disclosure DMV records Washington State, the results came up with https://www.dol.wa.gov/about/public-disclosure  I assume that is where you would request records from that agency.
