To Whom It May Concern:

Pursuant to the District of Columbia Freedom of Information Act of 1974, D.C. Code Ann. § 2-531 et seq. ("D.C. Act"), I hereby request the following records:

This request deals with the D.C. Metropolitan Police Department's Long Range Acoustical Device (LRAD). This device was employed most famously during the various President Trump inauguration protests. The device is made by the LRAD Corporation. This request asks for:

-Contractual documents. Examples of this are invoices, purchases orders, contracts, loan agreements, procurement documents etc.

-Records of communication (letters, emails.) The domain for LRAD Corporation is lradx.com. The general sales email is sales@lradx.com.

-Any training documents or guidelines for the use of the LRAD. This is especially important due to the ability for the LRAD to leave long term hearing damage in those that are exposed to its warning mode.

-Any utilization logs for this device.

As a member of the media I request a fee waiver. My work appears regularly on MuckRock.com and I will link my author's page here as well: https://www.muckrock.com/news/author/chwaltman/. I have freelanced several pieces to Motherboard a subsidiary of VICE Media which can be found at the following link: https://motherboard.vice.com/en_us/contributor/curtis-waltman, and I have also written for DeSmogBlog.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Sincerely,

Curtis Waltman
