To Whom It May Concern:

Pursuant to the New Hampshire Right to Know Law, I respectfully request the following records related to this municipality's police department hiring, employment, and funding for the budget years 2000 through 2020:

BUDGET and FUNDING DATA - Records sufficient to show funding for municipal law enforcement offices and activities for the years 2000 through 2020.

If possible, please provide the itemized budget allocated for public safety and police department activities for each year, as well as records sufficient to show any additional funding received through other means, including but not limited to:
• funds for capital expenditures
• grants
• donations

HIRING and EMPLOYMENT DATA - Records sufficient to show the following data regarding police department employment for the years 2000 through 2020.
• The number of employed law enforcement officers (as defined by RSA 105-D:1). Please provide the date on which the provided numbers were accurate.
• Annual demographic information (age, race, gender) of law enforcement officers employed by this municipality
• Annual demographic information (age, race, gender) of any individual employed in a position of leadership within this municipality’s public safety or law enforcement department

If any of the requested information is available in aggregate form, provision of this aggregate information by year would likely satisfy this request. If there are any known caveats involved with the data and information your office is able to provide, I would really appreciate it if you could share them with me.

*Please note* that if any of the requested information is held by another office or agency, direction to the appropriate office would be greatly appreciated.

To Whom It May Concern:

I learned that my New Hampshire Right to Know Law request (copied below and originally submitted on April 27, 2021) has been forwarded to your office for processing. Could you please confirm that it has been received and when I can expect to receive a response?

Best wishes,
Beryl

Hello Beryl: To find Walpole Police Department budget information, I recommend looking at www.walpolenh.us<http://www.walpolenh.us> under the Document Center page and review the Town reports. The 2017 through 2020 Town Reports are available on the website. Prior reports are available in print only. You will need to visit either the Selectboard Office or the Town Clerk’s Office to view them. If you would like a quote for the cost to copy these pages out of 2016 and earlier Town Reports, we can send a cost to copy and mail.

Capital expenditures would be also found in Town Reports under Town Meeting Minutes and/or Warrant Articles. The same situation as above with recent editions online and older copies in print only.

Our department does not handle grants for the Police Department. There is also a limit on how long the Town is obligated to keep this information by RSA.

There are no monetary donations to the Police Dept. They can only accept food items such as baked goods and small office items such as calendars, pens, pencils, etc. That is a Town of Walpole employee policy.

The Town does not keep reports as to employee demographic information or the number of law enforcement officers. If a report does not exist, we do not create one for RTK requests. It has to be a standard report that we have on hand. I do not have such documents. One must remember, we are a small town with a small number of employees.

As of today, the Town of Walpole has 5 full-time and 3 part-time law enforcement officers. One of the 5 officers is the Police Chief.

Do let me know if you would like a quote for the cost to copy Town report pages. Although there is no cost allowed for our time to produce the copies, the cost of the copies, the mailing envelope and the postage is billable.
