Good afternoon: Your request is received and a cost estimate will be provided. Due to the broad nature of several items in this request, I would anticipate a significant labor cost may apply. For example, items 7 and 8 reference "all records" for certain incidents, which could capture any number of types of records (reports, emails, video, audio, etc.) and will require various searches and significant staff time to obtain, review, redact and produce. Additionally, the Volusia County Sheriff's Office does not operate the Volusia County Branch Jail. Requests for jail records (items 9 and 10) should be directed to the Volusia County Public Protection Department.

1. The total number of deputy-involved use of force incidents, broken down by type of force used, between 2013-2018 (separated by year). See attached file VCSO ANNUAL UOF AND PURSUIT ANALYSIS.pdf, which includes data and background information for each of the years requested.
2. The total number of people that deputies used force against, between 2013-2018 (separated by year). See response to Item 1.
3. A copy of all complaints reported by civilians against deputies between 2013-2018. This portion of the request will require further research, as the retention period for some of the documents has expired, but varies depending on the type of document.
4. A copy of any documents indicating whether the civilian complaints identified in request #3 were sustained. See response to Item 3.
5. The policy manual of the sheriff's department. See attached file VCSO DIRECTIVES MANUAL 2019.pdf
6. The current union contract between the county and any sheriff's deputies unions. See attached file IUPA AGREEMENT 2017-2020.pdf
7. All records regarding deputy-involved shootings (including fatal shootings, non-fatal shootings and shootings at a civilian that missed) between 2013-2018, including incident-level information specifying the date of each incident, race and gender of all subjects involved, what weapon if any they were armed with, any injuries or deaths resulting from the incident, the names of all deputies involved, whether administrative investigations found the incidents to be justified under sheriff's department policy and any disciplinary actions taken against the deputies as a result of the incident. [NOTE: Later clarified to "please limit that request to include reports and statements about what happened/who was involved/when it happened as well as any reports specifying the outcome/disposition of the investigation and any discipline imposed as a result."] See response to Item 1.
8. 10. Statistics showing the total jail population each year from 2013-2018 (separated by year). See response to Item 9.
