Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
- Any written communications (emails, memos, reports) between the VCU ROTC unit and the Richmond Police Department, Capitol Police, or Virginia State Police, between January 1, 2020 and the time this request is processed.
- Any written policies, memos, or standards relating to usage of weapons in public places.
- Any summary of drills or activities involving weapons or simulated weapons that occurred outside of VCU or University of Richmond property between Jan. 1, 2020 and the time this request is processed.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Good morning,
This office received your request for information below. This email is
sent to notify you that due to the overall volume of requests and staff
availability, VCU will require the additional seven work days allowed for
response pursuant to Va. Code 2.2-3704(B)(4) as it is not practically
possible to provide the requested records or determine whether or not they
are available within the initial five work day period. You should expect a
response by end of business next Wednesday, November 23. Thank you.

As you know, this office received your FOIA request below. For ease of
reference, each of item of your request is listed below immediately
followed by VCU's response.
1. Any written communications (emails, memos, reports) between the VCU
ROTC unit and the Richmond Police Department, Capitol Police, or Virginia
State Police, between January 1, 2020 and the time this request is
processed.
The requested records do not exist. These communications, if any, were
handled via telephone call.
2. Any written policies, memos, or standards relating to usage of weapons
in public places.
VCU policies regarding weapons in public places that are responsive to this
request are attached and include: (1) VCU Rules and Procedures; (2)
Student Code of Conduct; and (3) Weapons - Regulation as dictated by
8VAC90-60-10.
3. Any summary of drills or activities involving weapons or simulated
weapons that occurred outside of VCU or University of Richmond property
between Jan. 1, 2020 and the time this request is processed.
The requested records do not exist. However, attached is a copy of the MILS
301 Fall 2022 syllabus that provides information regarding when and where
ROTC drills take place outside of VCU (e.g., see pg. 12, Appendix A, Fall
2020 Lab Schedule and Weekend Training).
