Pursuant to Virginia Freedom of Information Act, I hereby request the following records:

This is a request for a list of all personalized license plates that were rejected by the Virginia Department of Motor Vehicles for the year 2013. If available I am also looking for:
The reason for the rejection of the personalized plate.
The vehicle make and model.
The City and County where the applicants vehicle would be registered.

I am NOT looking for any personal identifiable information such as first and last name, street number, street name.

I am a resident of the State of Virginia and Loudoun County.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Hello Mr. Mickert,

My name is Andrew Owens, with the Virginia Department of Motor Vehicles - I assisted in responding to your initial request for information in early January. We believed Sunni Brown responded to that request, but I understand you did not receive DMV's email. Therefore, I am re-sending our response. To assure that we receive each other's correspondences, you can communicate with me directly.

You requested: (1) a list of personalized plates that were rejected in 2013; (2) the reason for the rejection; (3) the vehicle make and model; and (4) the localities of vehicles with rejected plates.

In response to your first request, DMV has readily available a list of license plates that have been rejected. DMV does not have a record showing the reason for rejection of specific plates; however, you can review the personalized plates guidelines online at: http://www.dmv.virginia.gov/vehicles/#personalized_policy.asp.

Your third and fourth requests involve vehicle and driver information that is privileged pursuant to Va. Code § 46.2-208.

In DMV's response that you did not receive, Ms. Brown included the list that DMV maintains of rejected personalized license plates. I am working to retrieve that document, and will provide it as soon as possible. It is possible that the size of the document caused the email to be non-deliverable, so I will confirm with you when sending it that you receive it.

I believe you previously mentioned that you have a website to which DMV can send a large file. Please send that website information to me, and I will attempt to have the file sent to you through that. If it does not work, DMV will send the data to you on a CD through normal mail.
