on the information provided which did not offer an address in Virginia. If

This letter is confusing. I can infer that I'm being denied these records
because I am not a "citizen" of Virginia, but in fact I am very much so. No
one asked whether that was the case and I'm not sure on what basis anyone
would assume that I am not.

Please continue processing this request. If you need verification of my
residency, please let me know promptly.

To Whom It May Concern:

Pursuant to the Virginia Freedom of Information Act, I hereby request the
following records:

All emails sent or received by Department of General Services staff and the
Virginia State Police mentioning "Lee Monument", "protest","Confederate",
or "vandalism" between Jan. 1, 2017 and the time this request is processed.

The requested documents will be made available to the general public, and
this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform
me of the total charges in advance of fulfilling my request. I would prefer
the request filled electronically, by e-mail attachment if available or
CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I
look forward to receiving your response to this request within 5 business
days, as the statute requires.

Tom,
Thanks so much for speaking to me to clarify your request. As mentioned in
our conversation, you are looking specifically for communication between
DGS and Virginia State Police in which we used the terms you specified.
We'll begin our search now and let you know if we expect there to be any
cost involved with producing these records.
