All communications regarding the denial of any license, permit, privilege or registration reinstatement under Vt. Stat. Ann. tit. 23 § 1209a(a)(1)(D) between 1/1/2018 and 1/1/2021.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Pursuant to 1 V.S.A. § 318(a)(5), "the need to search for and collect the requested records from field facilities or other establishments that are separate from the office processing the request", and "the need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records which are demanded in a single request", the Department of Motor Vehicles will respond to your public records request as soon as possible, but not later than June 18, 2021. The response will include an estimate of fees based upon 1 V.S.A. § 316(d).

Good Afternoon,

There are approximately 7,278 records that could fall within the parameters of this request. All would need to be researched; those that were found to be denials would need to be printed, redacted, scanned and emailed. The DMV estimates an average of 10 minutes per record, or 72,780 minutes total. At $0.45 a minute, the charge for staff time would be $32,751. In addition to staff time, there is a per page charge of $.05. Please let me know how you would like to proceed.

Hi Shannon,

Many thanks for this information. Given the estimated cost, I'd like to narrow my request as follows, and suggest an alternative resolution to this request. Hopefully the estimation process will be easier given the work you've already done. My narrowed request is as follows.

I hereby request all communications *from the Vermont courts and Judiciary* regarding the denial of any license, permit, privilege or registration reinstatement under Vt. Stat. Ann. tit. 23 § 1209a(a)(1)(D) between 1/1/2018 and 1/1/2021. (If these communications are automated, please provide relevant logs).

Alternatively, I may be able to close this request for public records if your agency is able to provide relevant data, such as a table indicating driving suspensions over those years. The state of Rhode Island has provided me such data, and in return I have closed my public records request in that state. I will attach the dataset they provided in case it is of interest. The information I am seeking might best be arranged like this:
