To Whom It May Concern:
Pursuant to the Vermont Public Records Act, I hereby request the following records:
Emails messages and attachments sent between ACCD employees and blockchain/cannabis entrepreneurs Joshua Decatur and Paul Lintilhac regarding their Blockchain LLC company, Trace. Please limit the scope of your search to emails sent or received in 2018.
For reference, a news article with more information about Joshua Decatur, Paul Lintilhac, and Trace, is available here: https://www.sevendaysvt.com/vermont/vermonters-create-blockchain-based-app-for-the-cannabis-industry/Content?oid=21918962
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
I have forwarded your request to everyone in our Agency and should receive timely responses fairly quickly. I have not heard of Trace, and the first replies to my email suggest ACCD has not been part of the issue. But as I mentioned, we should find out in the next couple days. If you have any questions, please feel free to follow up with me.
No records have been found on the blockchain startup called Trace, started by Joshua Decatur and Paul Lintilhac.
If you have any questions, please fell free to contact me. Otherwise, we have completed our search and it has not generated any charge to you.

Thank you for your search John.
Your welcome. Sounds interesting. Reminds me of the use of written manifests in the regulation of hazardous waste to track it from "cradle to grave."
